“What’s Really Going On With Code Enforcement

California law says tenants have the right to get copies of any code violation notices about their unit. But in my city, that doesn’t happen. Not for me. Not for anyone I know. In October, the city posted a demolition notice on part of my building — not one tenant got a copy. I only found out by digging through public records. I still don’t know what else they haven’t told me.

This isn’t just a technical issue — it’s personal. In my case, the city has closed code enforcement cases on my apartment twice, claiming habitability violations were fixed when they weren’t. When I finally got the official closure documents, I saw the inspector had signed off on repairs to things like rotted windowsills, illegal windows that aren’t safe in an emergency, missing window screens, and exterior siding. But none of those things were actually repaired. You can literally see it from the street. No permits were pulled either. Still, the city marked everything as complete and shut the case.

I even have internal city emails where inspectors say they refused to check the crawlspace — even though state law says they have to when other violations are found. And all this happened while there’s still a demolition order on part of the building, which none of the other tenants have been told about. A new tenant even moved in recently, probably paying full rent, totally unaware they’re living in a building that might not be safe.

Meanwhile, the city tells the landlord they won’t be issuing any more citations — and tells me it’s a civil matter. But how am I supposed to go to court if I can’t get the paperwork I’m legally entitled to?”
