The time is cyclical.
What has happened before will happen again, perhaps in a different guise, but at its core, it will remain the same. This is because certain fundamental human behaviors persist through the ages.
Every couple of decades or so, the world changes; the Davids become Goliaths, and a new set of Davids rises up to challenge the system. The left becomes the right, the rebels become the orthodox, and stagnant thoughts harden into religion.
If you have a large enough group of people (not too big, not too small) their collective behavior can, to some extent, be predicted.
That is the premise of Foundation by Isaac Asimov.
The book explores how the tides of time turn and how, when viewed from a far enough distance, patterns begin to emerge. If you have a small enough test group, yet one large enough to capture crowd psychology, it might even be possible to predict the future.
