Can’t get the student 12 month free plan

I'm an international student from Vietnam studying in the US, and for the student verification I believe I entered the US for my residence. After the verification, I tried to get the plan, it spat out this message:

Your purchase couldn't be completed. Please update your Play account settings so that the selected Play country matches your country of residence. Visit the Help Centre for more information.

I tried switching my credit card but that didn't work. When I tried to find out how to switch my country of residence, it said I needed an Android phone, but I don't have an Android phone. Could someone help me figure out what to do here? Thank you.
