By skyforbes I feel Moana 3 will take longer to make as the films are musicals so there is a whole soundtrack of songs to write as aspposed to one song that Zootopial/Zootropolis normally has.
Moana also has a more complex overall story than Zootopia/Zootropolis so I feel they would need much more time with this.
Moana 2 did come first though before Zootopia 2/Zootropolis 2 so Moana 3 may still come first.
Moana is more popular though and did pretty well last year and Zootopia 2/Zootropolis 2 is not looking as great from current pre sales. So they may be more eager to create a third film to the more popular franchise
