I wrote a detailed description of the bug and posted it to the Microsoft tech community forum (feel free to read it) but it only got a handful of views and a guy confirmed that he was able to reproduce it. I also sent a report through the "Feedback Hub" app but I'm not getting the impression that an actual Microsoft dev is going to see it.
Since this is a bug that concerns a core, low level functionality of Windows, and could probably be fixed quite easily with the information I've provided, I think they should fix it quickly, but I just don't know how to make sure they see it. So if any MS employee checks this subreddit, or if anyone knows of a better way to report the bug, let me know.
