Does James Cole in twelve monkeys have some sort of Intelectual Deficiency?

In the movie, Bruce Willis’ character James Cole often seems confused and can’t quite explain nor understand what is going on.

I saw it and was wondering why they made the character so confused and agressive. At first I thought that maybe It was from the time travelling, but the others that time travelled seemed fine and could understand what was happening. As someone from the medical field It left me wondering if he had some sort of disability or personality disorder, like a Cluster A – such thought came up because he was a prisoner with multiple charges before being sent back.

Whether he was in the present or in the past he always seemed to not be able to quite get his point across and left everyone confused and doubting his sanity. I think it was a brilliant performance by Bruce Willis but it left me wondering why they chose to portray him as having great memory, being intelligent and for such reason being chosen to go to the past, but most of the time presenting a derailed train of thought, that led to him being sent to the hospice. Did his brain become mush with time travel and being told that he was crazy? Why did the others didn’t seem as unaware as him?
