Any tips on how to make Gemini generate stylized images from photos?

I would like to use Gemini to create character portraits for my novel, a historical fiction. That means from time to time my character is a real historical figure. This is the prompt:

Based on the provided image, create a digital painting portrait set against a single colour background. The scene is illuminated by dramatic side lighting with soft shadows. Rendered with large brush strokes, reminiscent of a vintage magazine illustration, 1910s aesthethic. The image should be in a 1:1 format. 

But every time I try it, it says:

There are a lot of people I can help with, but I can't edit some public figures. Do you have anyone else in mind?

I get a good result when I don't provide any reference and just prompt it to generate a picture of f.e. Rasputin. But when I give Gemini a photo of Rasputin as a reference, it refuses to work.

I tried to instead describe the character but the results are not great.
