So Windows Explorer properties for photos with location data attached show the coordinates in degrees, minutes, and seconds format, which is fine.
Except when that type of coordinate is usually displayed it includes whether it's easting/westing and northing/southing. I.e. whether it's degrees north or south of the equator and east or west of the meridian. This is usually displayed either by appending N/S and E/W to the coordinates or by showing them as positive numbers for East and North and negative for West and South.
But Windows doesn't do any of that without third party tools. Why? It makes those data literally useless.
