When an entire console doesn't have gyro, any games being designed for multiple platforms are forced to design with the lack of gyro in mind or else they're bad on an entire platform. When games are only made for platforms with gyro, they can still include the lack of gyro as a toggleable option, but they don't need to make it a good option and often just won't. XBox lacking gyro creates a forced design consideration for the people who don't have- and by extension, the people who don't want- gyro controls.
