Disable “pop-up” options in Windows 11

In some windows/apps in Windows 11, when the mouse hovers over an option, this "pop-up" appears with the option's name. This is annoying because it sometimes appears when trying to close or minimize the window, and I can't click it. I have to move the mouse and put it back.

I haven't been able to disable this, any tips?
