Does the “cloud download reset” option yield the same result as a full wipe reinstall with Media Creation Tool and a usb stick?

I've noticed recently that there is now a "cloud download reset" option in win11.

Some people are saying that using this option is not equal to a full wipe reinstall done by booting on a USB stick prepared by the Media Creation Tool because it keeps old drivers.

Does anyone know if that's true or not?

In other words, does anyone know what the cloud download reset option precisely does?

So far without more details i'm more inclined to use the media creation tool to be sure a reinstall is fully clean, but if the cloud download reset option equals to the same without using a usb stick then it can be useful.
