Help with HR1 impacts on SDPs

Can anyone help me understand the impacts of the HR1 bill on Medicaid SDPs? Or point me to any helpful links or discord groups.

I'm struggling with the following:

1. There is language stating that states are prohibited from creating new provider taxes or increasing the current rate effective date of enactment. But there is also language stating that the freeze goes into effect 10-1-2026 so which is? Date of enactment or October 2026?

2. I'm struggling to understand the grandfathered clause for the Medicare cap. It states preprints must have been submitted before May 1 2025. Does that apply to all SDPs or just new ones? For example if a state has had a SDP in place and the only change for SFY26 was the base year is it considered old and previously approved before 5/1? If not and if the phase down does not apply is the cap effective immediately or is the cap effecting 1/1/2028?
