IL – Medicaid Disability Waiver for Long-Term Skilled Nursing Facility

My mother is 59 years old and disabled (ALS diagnosis). She currently receives support through the Illinois Department of Human Services (IDHS) Home Services Program, which provides home-based care under a Medicaid waiver for persons with disabilities.

She’s reached the point where she needs to transition to a long-term skilled nursing facility. In the Home Services Program, her Medicaid eligibility is “waived” so she can receive services even though she was denied Medicaid in the past due to income, but with proof of a minimum asset value.

My question is:
If she needs to move into a skilled nursing facility, can a similar disability waiver apply? Meaning, can Illinois still help pay for care even if she’s not fully Medicaid-eligible? Or would she have to reapply for full Medicaid and spend down her assets/income first?

I’d appreciate insight from anyone familiar with Illinois Medicaid long-term skilled nursing facility transitions.
