I’m going crazy trying to figure out this Christmas movie!

This movie is at least from 1997 or older because that’s about the time i remember watching it.
Sorry in advance for the lack of details but who else could help but one of you lovely humans.
Ok so what I remember is it’s clay animation.
Definitely Christmas themed.
Has an elf that doesn’t like to make traditional toys but kinda makes crazy out of the box toys.
The elf’s are blue.
And at some point the reindeer go missing?
Then the main elf has to go find the reindeer and bring them back.
The last deer lost his bell and the elf has to find them.

Yep that’s all the detail I’ve been able to remember.
