Is a translator like Rosetta 2 by Apple on Linux possible?

An idea came to me. I know already exists Wine and other ways to execute Windows app on linux, but I tried and didn't work so well or need a lot of knowledge to set them up. So, I was wondering if there's a way or if is even possible to develop a translator like Rosetta 2 that can run x86-64 apps on Mac with the new Apple Silicon Chips? That run like if they were native apps and without any extra steps.

And if it is possible, what would someone need to develop that?

I'm just an enthusiastic, so I don't have any programming knowledge.
