Is this my hospital or Georgia Medicaid’s fault, and what should I do?

I (20f) gave birth while on pregnant women's Medicaid 9 months ago (I was 19). My baby was never covered from this point, as I got bills for his stay with me at the hospital. The hospital never gave me the paperwork to get his birth certificate and SS card.

I used the portal to upload the confirmation of birth (footprint paper) when I got home, and reported my change then. Nothing happened, I assumed they were just processing but they said the footprint paper was enough to get me started.

I waited for a while, filed a record search (paid just over $33) for vital records to tell me no one by that name and birthdate exists. After some googling I went into the hospital, they gave me the paperwork with a "whoopsie doodle," and I got the birth certificate from the vital records office a few months later.

After I had the birth certificate and SS card, I uploaded it in the gateway, I went to the office in person multiple times to have them scanned in and uploaded, I have checked in via phone and in person, but nothing has changed. It's been months and we've been sent to collections.

I have uploaded proofs of income, proofs of birth, anything and everything they have asked for. I have had the people at the DFCS office do the same with my documents. I don't know what to do but I can't afford these bills piling up. Any advice would be helpful.
