Medicaid for child with severe Cerebral Palsy in TN, OH, TX, FL

Hi there, My son has severe CP from a difficult birth and we may be moving from PA where my son currently has Medicaid. If we do move, I wonder how Medicaid works in states we are considering moving to (TN, OH, TX, FL). We were in VA and PA and our income did not impact whether he got Medicaid. How does insurance factor in if parental income is higher than the poverty threshold? He received Medicaid through the EPDST waiver in Virginia. I am not certain if he needed the waiver in PA. If the child cannot receive Medicaid because of the parents having an income higher than the poverty threshold, how does the family afford the care? Does private insurance cover anything like private duty nursing, hospital stays, medical supplies, etc? I've read all the websites stating the general guidelines and I'm looking for confirmation from individuals that have first hand knowledge of how things work in these states. Thanks.
