Medically Needy Medicaid in Florida


So my 1 year old daughter had full Medicaid coverage up until October when we were requested to send in a renewal application, which I did. Though our income hasn't changed, nothing has changed in fact – they changed her coverage to 'Medically Needy' with a Share of Cost of $2000. When I first read the notice, I misinterpreted it as my daughter having lost her Medicaid coverage. So I then applied for Flkidcare. Lo and behold, she was denied because she technically still has Medicaid. I was also looking into the Marketplace on healthcare.gov, but supposedly they also will not accept us if we are listed as medically needy.

So what am I supposed to do? How am I supposed to get health insurance for my daughter if I can't even apply anywhere? Her being 'Medically Needy' does not help with doctor visits, immunizations, sick visits, etc. because there's no way we're going to hit $2000 in a month for that kind of stuff.

I looked into cancelling her Medicaid, but there is a 60 day waiting period if we want to reapply to Flkidcare?? We do not make a lot of money, I don't understand what changed. I have tried calling DCF multiple times but it keeps hanging up. I am at a loss. We have had so much trouble with Medicaid from the start (they entered her DOB incorrectly, wouldn't accept our doctor initially, hours and hours of phone calls to resolve these ridiculous issues) but that's besides the point. I am so frustrated. Please help
