Question about ‘No Country for Old Men’

When Moss goes back to give the dying man water, was there any other reason he decided to do that? The reason I ask is because if not, it seems to me like he's a character who makes a decision for the plot of the movie, and not himself.

When he met the man the first time, he had an abdominal wound and was begging for water. An avid hunter would know these signs point to sure death in the next few hours, yet Moss decides to travel back to the scene of the crime with water for a man who is already dead? If he really cared about the guy, wouldn't an anonymous 911 call be the best way to go? I mean, in 1980, there were payphones all over the place, completely anonymous. Tell that operator to make sure to bring agua to the scene, and you're good to go, problem solved.
