Sorry for posting again but I am so confused about the Pennsylvania Medicaid For Workers With Disabilities eligibity criteria

I was denied regular Medicaid because my income is too high. So I completed the appeal form to get them to consider me for MAWD (Medical Assistance For Workers With Disabilities) since I don't qualify for Medicaid. I meet every single eligibility requirement for MAWD.

My doctor filled out the employability assessment paper (PA 1663) and chose the option "Employable" (other options were permanently disabled, temporary disabled 12 months or more, temporary disabled 12 months or less). He listed my 3 disabilities. I'm on 3 different health sustaining meds.

I just got a call from the CAO and the worker told me that my appeal is denied because my Dr chose "employable" on that PA 1663 form.

I'm so confused. I'm a worker with disabilities. That is why my Dr answered the question on the form with "employable" checked off.

Why have a program titled Medical Assistance For Workers With Disabilities if you don't want people to receive it to be employed? I'm legit baffled at this. She asked me if I'd silll like to proceed with the appeal for MAWD and I told her yes. She told me it can take up to 90 days.

Am I just shit out of luck here? Please excuse my language but this makes no sense
